That’s Keith. According to the satirical site Uncyclopedia, “the official mascot for C++ is an obese, diseased rat named Keith, whose hind leg is missing because it was blown off”. C++ has no official mascot, but anyone who has had to fight template metaprogramming compiler errors will know why Keith stuck.
